San Francisco Bay and the Delta combine to form the West Coast's largest Estuary. The Estuary conveys the waters of the Sacramento and San Joaquin Rivers into the Pacific Ocean. The Estuary encompasses roughly 1,600 square miles, drains over 40 percent of the state, contains about 5 million acre-feet of water at mean tide, and redistributes about 160 million cubic yards of sediment every year. Its Delta and watershed provide drinking water to 18 million Californians, and irrigation water to 4.5 million acres of farmland. The Estuary also hosts a rich diversity of aquatic life. Each year, two-thirds of the state's salmon pass through the Bay and Delta, as do nearly half of the waterfowl and shorebirds migrating along the Pacific Flyway. Finally, Estuary waters enable the nation's fourth largest metropolitan region to pursue shipping, farming, fishing, recreation, commerce and other activities. In the Bay area about 90% of tidal wetlands have been lost. Major causes are conversion for farmland, salt ponds, and garbage dumps, while other areas are filled to create land for building. Wetlands provide invaluable habitat for fish and wildlife, improve water quality, protect urban and agricultural areas from flooding, and serve many other vital functions within the San Francisco Estuary. Preserving wetlands is one important key to the environmental health of the San Francisco Bay and Delta. Another vital key is restoration of wetlands to ensure the quality of aquatic systems, plants, animals, and human life.

The establishment of the San Francisco Bay Conservation and Development Commission (BCDC) in 1965 was a watershed event in the history of environmental protection, representing one of the first crucial steps taken anywhere to protect and manage coastal resources on a large and complex scale. It has also proven to be one of the most successful, providing the nation and the world with a model of regional resource management that has been emulated in varying forms.

The Bay Area has been at the forefront of wetlands restoration with projects completed in the past few years and many restoration projects are underway or planned. PEMA as arranged a panel of experts who have hands-on experience with wetlands issues and will share the challenges, successes and considerations for the future of this vital environmental topic.

How Valuable is Environmental Technology - Mr. Craig Barney, EHS Manager for Stanford University will discuss Stanford University's widespread use of environmental technology and the importance of environmental technology to their overall environmental program. Mr. Barney will discuss Stanford's use of environmental technology vendors and the importance of environmental technology awareness in selecting and using consulting firms.

Exporting Environmental Technology - Did you know that many international markets are voracious consumers of environmental technology? Jim Miwa, Program Manager of the California Environmental Technology Export Program will discuss the State of California's efforts to help technology companies market and sell their technologies abroad, including ongoing efforts to introduce foreign buyers to California technology companies. Jim will present a summary of the technology market place in major international markets such as Southeast Asia, South America, and Europe.

Risk Management and Environmental Technology - Is environmental technology risky? Is there greater chance that an new technology will fail? How can you or your client evaluate the use of environmental technology? Rick Craig of Marsh, Inc. will discuss how their firm uses commercially-available risk management software to evaluate the risk associated with the use of various environmental technologies, and what products are available to help mitigate the risk of using new technologies. The San Francisco Bay is recognized worldwide as an irreplaceable natural resource. As the Bay Area continues to grow there are more and more demands on the San Francisco Bay resources for projects ranging from expanding the San Francisco Airport to restoration of wetlands as a means of mitigating impacts caused by housing developments. No matter what the project there always are a myriad of political struggles to complex environmental challenges.

As an environmental professional, there are tremendous opportunities for our industry to contribute to the positive and sustainable use of the Bay resources.

Our speakers include:
Robert Douglas, Manager, Real Property, Cargill Salt, will talk about the challenges of operating on 30,000 acres next to the bay and their proposal to shed approximately 18,000 acres to make operations more streamlined. His presentation will also cover funding issues for the proposal, public concerns and project opportunities.

Will Travis, Executive Director, San Francisco Bay Conservation and Development Commission will talk about how the Cargill proposal fits within the broader issues of the management of Bay resources. How does this proposal fit in with the smart growth strategies for the bay region? What are some of the issues it might raise for the South Bay? How does it present mitigation opportunities for SFIA, Port of Oakland and others?

Catellus Development Corporation is a diversified real estate operating company with one of the largest portfolios of developable land in the western United States and approximately 29.7 million square feet of commercial, office, and retail space. The company organizes its lines of business into three operating divisions: commercial, urban, and residential. Catellus operates in key urban markets throughout California including San Francisco and Silicon Valley. Mr. Austin is a seasoned veteran having spent over six years with Geomatrix Consultants and managing environmental issues for a Coal Fired Power Plant on the East Coast. He recently joined Catellus and is responsible for managing ALL environmental issues for each of the referenced operating divisions.

January Luncheon - Central Valley Environmental Opportunities

Join the Professional Environmental Marketing Association for a discussion of current issues and opportunities in the Central Valley. Our panel will speak on the state of environmental affairs in the Central Valley, including opportunities for environmental and engineering contractor involvement with their agencies. Mr. Gary Carlton, Executive Officer Central Valley Regional Water Quality Control Board (CVRWQCB)

The Central Valley Regional Water Quality Control Board is empowered to permit new water recycling projects, to issue master reclamation permits, and revise and renew existing permits from its three offices in Sacramento, Fresno, and Redding. Major CVRWQCB programs include agriculture regulation; aboveground and underground storage tanks; Basin Planning/Watershed Management Initiatives; Chapter 15/land waste management units; DOD cleanup; Non-Chapter 15/ domestic wastewater treatment plants; NPDES permits for regulating discharges to surface waters; non-point source discharges; spills, leaks, investigations, and cleanups; stormwater discharges; and TMDL/mass loading of pollutants.

Mr. Edwin F. Lowry, Director Department of Toxic Substances Control (DTSC)

The Department of Toxic Substances Control (DTSC) is responsible for regulating hazardous waste facilities and overseeing the cleanup of hazardous waste sites in California. Through its inspection, compliance and corrective action programs, DTSC ensures that state and federal requirements for managing hazardous wastes are implemented. Nearly 200 major commercial facilities have authorization to treat, store and dispose of hazardous waste in California. The 5,000 businesses, which conduct lower-risk treatment activities, are regulated through a streamlined tiered permitting process or programs that provide an appropriate level of oversight.

Mr. Jay Jahangiri, Director of Environmental and Regulatory Affairs Port of Stockton

The Port of Stockton has berthing space for 10 vessels, 500,000 square feet of dockside transit sheds and shipside rail trackage, 2.7 million square feet of warehousing for both dry bulk and general cargoes, including steel. Jay Jahangiri directs an award winning Environmental Management and Compliance Program which includes a comprehensive and multi-media environmental management program which encompasses water quality, air quality, hazardous wastes/materials, underground and above ground storage tanks; environmental planning (NEPA/CEQA), dredging program, and site remediation programs; and a Port-wide Municipal Storm Water Management program which includes liaison with and providing environmental education programs to the Port tenants regarding the Port's municipal storm water management programs.
