April Luncheon - New Opportunities in Site Redevelopment

Redevelopment of contaminated properties can be an engine for economic development and job creation by transforming abandoned, idled or underused commercial and industrial sites into the keys to urban redevelopment. The myriad of obstacles to redevelopment includes regulatory and legal liabilities, hostility toward contaminated lands and their owners, and requirements for large capital investments.

April's PEMA panel will present information on creative strategies that can be used to manage environmental risk and economic feasibility on redevelopment of contaminated properties such as environmental insurance, customized liability transfer programs and guaranteed fixed price cleanups. These strategies can provide cost certainty and other financial risk benefits.

Our panel will provide insight about flexible and protective strategies to redevelop contaminated properties from professionals with proven experience managing customized liability transfer programs on dozens of sites across the United States.

Our panel of speakers includes:

  • Scott Gordon, Esq. – SCOTT GORDON AND ASSOCIATES. Mr. Gordon will provide real world site redevelopment examples along with legal considerations that are critical to buyers and sellers of environmentally challenged properties.
  • Brian Benn – AIG. Mr. Benn will profile environmental insurance concepts that are integral to the success of redevelopment projects. AIG is one of the leading insurance and financial services providers in the US, and is the largest underwriter of commercial and industrial insurance in the US.
  • TBA, Northern California Developer – a speaker from the development community to provide their unique perspective on redevelopment strategies.

  • IGNACIO DAYRIT from the Redevelopment Agency of Emeryville, manager for brownfields projects for the City of Emeryville. He has worked with the City for several years and is qualified to share information on consultant performance.
  • DARRELL KLINGMAN has been working for PG&E for the past 11 years where he has managed a variety of site remediation project ranging from small underground tank projects to historic manufactured gas plant sites. He worked as an “in house environmental consultant” during the first 8 years at PG&E’s Technical and Ecological Services Dept. in San Ramon. During the past 3 years he has worked for PG&E’s Environmental Affairs Dept. where he is currently the program manager for the manufactured gas plant site remediation program. It’s a rare day when he gets to play in the mud anymore – almost all of the fun fieldwork activities are contracted out to environmental consultants.

In October 2001, U.S. Environmental Protection Agency (USEPA) Administrator Christie Whitman appointed Wayne Nastri, as the Administrator of the agency's Region 9 office in San Francisco, which covers California, Nevada, Arizona, Hawaii and the Pacific Islands.

For the past six years, Mr. Nastri served as the president of Environmental Mediation, Inc., a Southern California firm that advises clients on issues such as compliance audits, third party reviews and remedial project oversight. He specialized in air and water quality issues, as well as hazardous waste investigation and remediation issues. Prior to establishing Environmental Mediation, Inc., Nastri was the vice president of the Jefferson Group, a government public affairs firm.

He has served on a number of government and private advisory committees and bodies, including: the Governor of California's appointee to the Governing Board of the South Coast Air Quality Management District; a post on the external advisory committee for the California Department of Toxic Substances Control; and as the legislative director for the California Environmental Business Council.

Happy New Year PEMA-ites!

The Board of Directors has planned an exciting year for PEMA starting with our first meeting of 2002 on January 29th. Meeting location and directions are provided below.

Our first meeting of the New Year focuses on utilizing media resources in your environmental marketing efforts. The Bay Area has many media representatives like reporters, columnist, etc. who report on issues with direct environmental implications such as water resources, air, regulatory, construction, real estate and many related topics that are relevant to our industry.

Speakers:

JANN TABER: Jann has worked for and with the news media for more than 20 years. She is currently the news manager for a large California utility, where she created and coordinates the company’s "Good News Bureau" and is a company spokesperson. She has served as former-Governor Pete Wilson’s appointed associate secretary for external affairs for the California Health and Welfare Agency. In this capacity, she was responsible for the communications of the largest state agency in the nation, with its 42,000 employees and $46-plus billion budget. As a media consultant, Jann has applied her skills as the deputy press secretary and broadcast services news director for the Speaker of the California State Assembly and press secretary for two assemblymen. She served as the statewide news bureau director for several California initiatives, Assembly, Senate and local government campaigns.

ALAN DOYLE: Alan Doyle has been a journalist a day longer than dirt (his words), breaking into the newspaper business before the EPA was even a glimmer in Washington's eye and covering some of its earliest industrial regulatory actions in the Chicago area. Doyle joined the East Bay Business Times in 2000 after 10 years at the Contra Costa Times as an editor and editorial writer. He previously was an editor or investigative reporter in the Bay Area, Phoenix, Denver and Gary, Ind. In addition to individual reporting and writing awards, Doyle supervised an investigative project at the Tempe, Arizona, Daily News that was nominated for the Pulitzer Prize, journalism's highest honor. Doyle has served as a mentor and writing coach in San Francisco State University's minority journalism program since its inception.
