About the Speakers:
Carol Bach will share what's happening at the Port of San Francisco, updating us on the latest current challenges and upcoming opportunities, including the successful rehabilitation of the Heron's Head Wetlands at Pier 98.
Debbie Potter, Division Manager, Base Reuse & Development Division, City of Alameda (Alameda Point) will talk about the current status of environmental projects and what is being anticipated for the future, both environmentally as well as with regard to plans for redevelopment.
David Habert, AICP, Senior Planner, San Francisco Redevelopment Agency will discuss the projects and environmental clearance challenges at the SF Redevelopment Agency. Programmatic studies are being completed on projects that resulted from earthquake damage, but project-specific clearances are still on horizon. The Agency is working at such diverse locations as the Central Freeway, Bayview Hunter's Point, the Transbay area, and the Mid-market redevelopment plan.

School Facility Program – Office of Public School Construction Program
and Funding, State Allocation Board Update, Overview of Williams Settlement"
School construction, modernization, and facility maintenance remain critical
priorities for school districts in California. School facilities staff
and management are faced with the responsibility of maintaining schools
and marshalling the construction of new schools under community-mandated
and state-regulated requirements that assure the development and operation
of safe and environmentally sound facilities for the K-12 student and
faculty population. Funding for these requirements continue to be a concern
for school district staff and citizens throughout California. PEMA has
invited one of California’s most experienced administrators of school
facility services to provide current information on this vital topic.

About the Speakers:
Ms. Morgan will provide an update on State Allocation Board (SAB)/Office
of Public School Construction (OPSC) issues and the School Facility Program
funding, and provide an overview of the Williams settlement legislation
relating to school facilities maintenance requirements.
The OPSC, as staff to the SAB, implements and administers the School
Facility Program and other programs of the SAB. The OPSC is also charged
with the responsibility of verifying that all applicant school districts
meet specific criteria based on the type of funding which is being requested.
The OPSC staff develops program regulations, policies, and procedures
that carry out the mandates of the SAB, and works with the school districts
to assist them throughout the application process.

Luncheon - "The Role of Marketing and
Communication in Environmental Policy Implementation"

Wayne Nastri
EPA Regional Administrator for Region 9
About the Speakers:
Wayne Nastri, a lifelong westerner, was appointed Regional Administrator
for Region 9 in October 2001. Mr. Nastri has led the Region to real progress
in meeting the west's environmental challenges, especially in improving
air quality in the Central Valley and Southern California and in protecting
of scarce water resources throughout the arid west. Clear communication,
strong enforcement and accountability to the public for a measurable "bottom
line" have been the hallmarks of his tenure. A strong proponent of
partnership as the best route to environmental protection, Mr. Nastri
has launched many creative collaborations to protect the health and environment
of all those who live in the Pacific Southwest.
Prior to his appointment, Mr. Nastri held various environmental leadership
positions, including Board membership for California's South Coast Air
Quality Management District (covering Southern California), as well as
participation in advisory boards for California's state air quality and
waste management agencies. His fifteen years of environmental consulting
experience culminated in his presidency of Environmental Mediation Inc.
before accepting his position at EPA.

Ann MacDonald - Western Regional Environmental Manager from Coca Cola’s
Oakland Office. Ann oversees environmental projects, policies and programs
for over 180 Coca Cola facilities. She will offer advice on submitting
winning proposals, and she will discuss upcoming opportunities with Coca
Cola.
Jeffery Jones - Environmental Compliance Supervisor, Environmental Health
and Safety Compliance Department, Port of Oakland. Jeff is responsible
for regulatory compliance and soil and groundwater remediation projects
for the Port of Oakland. His work sites range from marine terminals to
Airport runways. Environmental Compliance relies heavily on local environmental
consultants to accomplish the Department's mission.
Ben Berto - Principal Planner AICP, Community Development and Planning
Department, County of Marin. Mr. Berto has fifteen years of experience
in public sector planning. Ben has been in his current position for over
two years, supervising a team of planners who cover the southern portion
of Marin County. They deal with current planning projects and review a
variety of environmental services contracts.

Stormwater Regulatory Changes Will Affect the Bay Area"

About the Speakers:
Coming to your neighborhood soon...new requirements will affect all stormwater activities in the municipal, industrial and private development sectors.
The new standard applies to all projects creating or redeveloping 10,000 sq. ft. or more of impervious surfaces. Also, the NPDES Phase II rule requires Storm Water Management Plans describing a suite of programmatic elements that the county or municipality will implement. These elements address the six minimum control measures to reduce the discharge of pollutants from the City's municipal separate storm sewer system (MS4) to the maximum extent practicable (MEP) and to protect water quality.
- Will the next round of permit issuance for Phase 1 be "County-specific" permits, or will there be a "Regional" municipal stormwater permit approach?
- How will mercury TMDL's affect stormwater dischargers?
- How will we implement the six minimum control measures to reduce the discharge of pollutants?

Ms. Solseng is a Redevelopment Project Manager for Contra Costa County Redevelopment Agency. She has a degree in Planning, Public Policy, and Management from the University of Oregon with an emphasis in sustainable development. She will discuss the approach to the Rodeo Waterfront project and provide a Community Development perspective to Brownfield revitalization, including community outreach, financing Brownfield projects, and inter-agency collaboration.
Ms. Hernandez has achieved national prominence in connection with her work on Brownfield development projects. She advises a broad range of buyers, sellers, investors, local agencies and developers on Brownfields projects and programs. She serves on the Executive Committee of California Environmental Redevelopment Fund, which has created and is managing California's first pooled loan program for private sector Brownfields equity and debt placements.

April Luncheon - "Consulting Opportunities under BART's Seismic Safety Program"
Key Speakers:
The speakers will describe BART's Earthquake Safety Program, and discuss current and future contracting activities including: environmental review (NEPA); geotechnical investigations along the length of BART's Transbay Tube; and section design opportunities. The highest priority for seismic upgrade is the Transbay Tube. Preliminary upgrade concepts include:
Micropile tiedowns
"Stitching" piles at each end of the Tube
Reinforcement of seismic joints at the San Francisco end of the Tube
Large diameter piles and a collar around the SF Ventilation Structure
Steel bracing of the Oakland Ventilation Structure
Additional foundation piles.
About the Speakers:
Catherine Westphall serves as Community Relations Manager for the BART Earthquake Safety Program. She has worked in the environmental industry for the past ten years, specializing in environmental and marketing communications. Catherine's experience has included environmental due diligence and public outreach for infrastructure development, stormwater pollution prevention, and recycling programs. She is also a volunteer for the Earthquake Engineering Research Institute.
Shirley Ng is the Deputy Project Manager for BART's Earthquake Safety Program. She has been with BART for over 12 years and has worked on the Pittsburg/Bay Point extension and other capital projects under development such as the Oakland Airport Connector. Ms. Ng is responsible for the environmental process and funding activities related to this program.

January Luncheon - "Storm Clouds on the Horizon; The Forecast for California's Energy Future"

Once again the energy forecast is for stormy weather. According to the California ISO and the California Energy Commission, California could once again be running short of electricity as early as 2005. This is particularly troublesome since California has yet to clean up the damage from the last storm, the energy crisis of 2000-2001.
Yet three and a half years after the energy crisis, the state still does not have an energy policy. Utility rates are the highest in the country, the independent energy suppliers are gun shy of investing in California and high energy costs are driving businesses, especially manufacturers, to other locations in ABC...anyplace but California. How did this happen? Does our new governor have an energy plan? Does anyone?
John Redding has 28 years of experience in the electric power industry and is an expert in the areas of energy policy and the development of new power plants. Prior to becoming an energy consultant, Mr. Redding was the senior executive responsible for the marketing activities at GE Power Systems. Since the beginning of the California energy crisis in 2000, Mr. Redding has focused his interests on end-user issues. He helped to found and was the first chair of the Energy Committee of the Silicon Valley Manufacturing Group, a position he held for 2.5 years. Under his leadership, the committee began to address and influence issues key to the success of companies doing business in California and in the Silicon Valley, including reliability of supply, power quality, and cost of electricity. Mr. Redding is considered to be a leading expert in the power generation industry, writes for trade magazines, and is a frequently invited speaker at major conferences. He now consults for the SVMG.
