"BASE REUSE - Land Redevelopment
with Respect to Local Communities and Federal Requirements"

About the Speakers:
The environmental clearance and development planning for reuse of military
bases, such as under the federal Base Realignment and Closure (BRAC) and
various municipal programs, must meet requirements and conditions set
by multiple stakeholders and future land use and occupants. PEMA has assembled
the following senior public program leaders to provide key aspects of
base reuse.
Andrew Clough, Environmental and Engineering Manager for the Oakland Base
Reuse Authority (OBRA), will be discussing aspects of public property
stewardship and redevelopment plans for OBRA.
Jim Forsberg, Director of Planning for the City of Concord will discuss
the base closure and redevelopment process for the Concord Naval Weapons
Station (CNWS) that will be closed by the BRAC Commission. Jim will discuss
the City’s process for selecting a consulting team in the fields
of planning, community outreach, real estate and municipal finance, engineering,
law, public finance and the environment.
Rick Solander, Land Transfer Lead for the Air Force Real Property Agency
(AFRPA) will discuss land transfer issues associated with Air Force properties.
Joy Rogalla, Senior BRAC Specialist with URS Corporation who has worked
with the Air Force on base reuse projects, will highlight the environmental
issues associated with integration of the CERCLA and BRAC processes.

"Improving Water Infrastructure Around the Bay: a look at new challenges and opportunities for local municipal water supply"

About the Speakers:
Our speakers will discuss current issues faced by two major Bay Area water providers who are dedicated to maintaining aging infrastructure, improving water quality and developing new water sources for a growing population. Some of their solutions will result in new infrastructure and water treatment projects within the Bay Area. Come hear about the problems and consulting opportunities that may result from these improvements.
Mr. Harlan Kelley leads the Infrastructure Division which oversees and manages the SFPUC's Capital Improvement Programs, comprised of Bond Programs and Revenue Funded Projects. Ms. Marguerite Naillon manages the CALFED Los Vaqueros Reservoir Expansion Studies and oversees water quality improvement projects for numerous communities in Contra Costa County.

PEMA presents a comprehensive workshop on the SF330 form. This form went
into effect July 2004, replacing the SF254 and SF255 that were used for
years by Federal, State and Local Government Agencies for procuring professional
services. The workshop begins with an overview of the form and the
basic requirements. Then representatives from a Prime (Architect),
Sub consultant (Environmental), and Client (U.S. Army Corps of Engineers)
will discuss their hands-on experience with the form including what works,
what is different and how to make your firm stand out.
