"California State Water Board Update on SB445 - The Site Cleanup Subaccount Program"
Speaker:
Cheryl Prowell, Sr. Water Resource Control Engineer
Regional Water Quality Control Board, San Francisco Bay Region
Summary:
California State Water Board Update on SB445 – The Site Cleanup Subaccount Program was created by Senate Bill 445. It provides a grant funding mechanism to fund cleanup of sites when the discharger can not afford the cleanup costs. The talk will give an update on the status of the grant application and award process, highlighting ways to make applications the most likely to be funded. At the San Francisco Bay Regional Water Board, we are focusing our efforts on four initiatives: drycleaners, mines, previously unfunded cases, and groundwater management. The talk will also provide an update on our progress in these areas.

11:30am -1:30pm
Presentation Summary:
As an environmental professional you could be approached by a client or potential client who needs or wants to investigate and clean up a property that is contaminated. The only hurdle is that the client is not able to pay for the necessary work. This presentation will focus on alternative sources of funding which alone or in combination can be used to cover the costs associated with an investigation and clean-up of impacted sites. The presentation will also include a case study to demonstrate how these alternative sources of funding combined with a creative approach by an environmental consulting firm resulted in the remediation and redevelopment of two heavily contaminated former industrial properties.

June 24, 2014 - California Rolls out "Green Chemistry" Regulations
Speaker
John Epperson, Cooper, White & Cooper Law LLP
Presentation Summary:
California's much-debated "Safer Consumer Products" regulations, better known as the Green Chemistry program, took effect October 1, 2013. Our speaker will review this far-reaching and complex program, which presents a fundamental shift in regulating use of chemicals in consumer products. Under these regulations, issued by the Department of Toxic Substances Control (DTSC), some manufacturers will be required to analyze alternatives to use of certain chemicals in their products and could face a range of regulatory responses to those analyses, including reformulation or sales prohibitions. The initial list of "Candidate Chemicals" has already been issued, as well as a proposed initial list of "Priority Products" that contain those chemicals. It will be important for anyone manufacturing a product that is likely to be sold in California to track this program as it is rolled out to anticipate how it may impact them as it expands beyond the initial and limited list of Priority Products. It is also important to note that the list of Priority Products can be expanded by petition of private parties to DTSC.
